Solon also freed the guilty from slavery and forbade them from offering their own bodies or those of family members as security for loans or rent.  However, he confiscated the nobles' vast estates and refused to redistribute their lands to the poor.

Solon then turned to reforming the Athenian government. He believed there was "correct order" in the city government. First, he reorganized the Athenians into his four new classes based on wealth.
