Can someone who doesnt have the body of what they identify as be considered as transgender?

For example, I have a body of a female and I look like a female yet I identify myself as a male.

Like I thought being transgender meant changing your gender by doing surgery, someone please educate me on this because I wanna be as respect as possible.
