Only after taking the Ironclad Oath would they be able to participate in conventions to write new state constitutions. The Wade-Davis Act was passed by Congress, but President Lincoln refused to sign it, effectively killing it with a pocket veto. In opposition to Congress, Lincoln continued to advocate tolerance and speed in Union reconstruction plans.
