Slaves could by their own freedom resulting in over 15,000 free people of color. When the spanish gave the territory back to the French and the French gave it to America there was a slave revolt in Haiti that scared the Americans into putting Black Code back into place saying that if a Free Black is out past curfew they could be put in jail. Also this made it unable for blacks to become political leaders.
