On April 2, 1917, Wilson at last requested Congress for a conventional statement from war.

Wilson had to figure out how to mobilize an America that wasn't ready. To build the army, the government could ask for volunteers and start a draft. However, persuading Americans to help the conflict and feel the will to battle was more troublesome. Propaganda was required for the war effort. Wilson established the Committee for Public Information (CPI), which produced pamphlets, films, and posters portraying Germans as the barbaric Huns with the help of a slew of artists and Hollywood's early film industry. The iconic "I Want You" army recruitment image was created by James Montgomery Flagg, who also drew his well-known drawing of Uncle Sam pointing at the viewer. Everything German became suspect, including Beethoven, sauerkraut, and last names.
