Before the Constitution there were the AoC, aka the Articles of Confederation. These articles were a mess for many reasons (which I recommend looking up later) the main one being a lack of federal government.

It was eventually decided that a new government needed to be formed to replace the AoC and the Constitution was made.

Again I don't have the timeline but another possible answer could be Shay's Rebellion which exposed the weakness of the AoC.
